The Ministry of Industry and Trade of Russia is going to significantly increase the recycling fee for imported electric vehicles


It has been said more than once that our legislation has a bias towards various kinds of prohibitive barriers. This is expressed in taxes, fees, audits. And sometimes these measures do not just look like, but in their entirety actually become a prohibitive barrier. Today, such a «barrier» is actually created by the efforts of the Ministry of Economic Development and the Ministry of Industry and Trade for the electromobility area.

Let us recall for a moment our Soviet past. Yes, then there were no serial electric vehicles, there were no cell phones. But as for the Collection and disposal of waste, then there were incentives. For recyclability, for processing, they handed over waste paper, glass containers, scrap metal. And for all this people were paid. A little. But they paid. For example, for a certain amount of waste paper handed over, one could get a subscription to new publications. That is, in fact, it was a «carrot» system. Now everything is turned upside down.

We have already said that the next meeting of the Council of the Eurasian Economic Commission will take place in November. Probably, the issue of import customs duties on # electric vehicles will also be discussed there. Judging by some information, in the Russian delegation, representatives of the Ministry of Economic Development advocated the abolition of the zero rate on the import of electric vehicles, which is in effect now. There was some hope that the Ministry of Industry and Trade would remain on the sidelines and would not support the introduction of duties. But everything turned out to be much more «fun».

And what surprise is the Russian Ministry of Industry and Trade preparing for those wishing to purchase a foreign passenger electric car? By the way, there are actually no other electric vehicles in Russia at the present time.

According to the draft resolution, the Ministry of Industry and Trade proposes to increase the utilization rate for new electric vehicles imported from abroad,

But this, if you understand the explanatory note correctly, this will only affect legal entities. For individuals, the increase in waste collection will not be so significant. Although in the draft of the resolution itself, I did not find a division into legal entities and individuals.

And of course all this is justified solely by concern for Russian production. As a matter of fact, it still does not exist yet, but of course it will be. Later. A little bit later. And duties and fees you would be so kind to pay today.

recycling fee is claimed as a way to reduce the harmful effects of transport on the environment, and that the funds received from it will be used for «recycling cars». And here lies the very slyness.

Returning to the Soviet experience. In fact, to be honest, it is the motorist who should be paid for the disposal of the «junk», or rather the recycling, of the old car. And you have to pay differentially — the more valuable material there is in a given car, the higher the payment should be. Agree that, for example, there are more valuable and rare earth materials in the old #nissan Leaf AZE0 than in the old # AZLK-2141 or Lada Granta.
