


It has been said more than once that our legislation has a bias towards various kinds of prohibitive barriers. This is expressed in taxes, fees, audits. And sometimes these measures do not just look like, but in their entirety actually become a prohibitive barrier. Today, such a «barrier» is actually created by the efforts of the Ministry of Economic Development and the Ministry of Industry and Trade for the electromobility area.
Let us recall for a moment our Soviet past. Yes, then there were no serial electric vehicles, there were no cell phones. But as for the Collection and disposal of waste, then there were incentives. For recyclability, for processing, they handed over waste paper, glass containers, scrap metal. And for all this people were paid. A little. But they paid. For example, for a certain amount of waste paper handed over, one could get a subscription to new publications. That is, in fact, it was a «carrot» system. Now everything is turned upside down.
We have already said that the next meeting of the Council of the Eurasian Economic Commission will take place in November. Probably, the issue of import customs duties on # electric vehicles will also be discussed there. Judging by some information, in the Russian delegation, representatives of the Ministry of Economic Development advocated the abolition of the zero rate on the import of electric vehicles, which is in effect now. There was some hope that the Ministry of Industry and Trade would remain on the sidelines and would not support the introduction of duties. But everything turned out to be much more «fun».

But this, if you understand the explanatory note correctly, this will only affect legal entities. For individuals, the increase in waste collection will not be so significant. Although in the draft of the resolution itself, I did not find a division into legal entities and individuals.
