We are studying the Concept for the development of the production of electric vehicles in Russia.


Few of us have read the Constitution of Russia from beginning to end, and even fewer people bother to read laws or any other government documents. But sometimes, in order to understand the essence of what is happening and the vector of development adopted by the country’s leadership, it is necessary to delve into such documents. Which I did.

On August 23, 2021, by order No. 2290-r, the Russian government approved

It is clear that any concept is a vision of development and # a look into the future from today, with the available resources. But as we can see from the development strategies of the world’s largest automakers, such concepts are often revised within about a year or two after their adoption. And as far as the production of electric vehicles and batteries is concerned, the revision of the points of these strategies and concepts goes towards accelerating and increasing the initial indicators. So, it is quite possible to assume that the Concept adopted by the Russian Government, which describes the horizon until 2030, will undergo significant changes in a couple of years, and precisely in the direction of accelerating the implementation of its points with a simultaneous increase in key indicators.

So, let’s highlight the main components of the Russian Concept for the development of the production of electric vehicles.

The plan has several stages of implementation. The first time stamp is 2024. Many people understand that this year, for some reason, may become a key one in the further development of the country.

The government press release immediately states that

This is a very fast indicator on a global scale and the current speed of electric mobilization and the development of charging infrastructure. However, for our country, this level can be considered quite a good start.

Here we can say that the Government is very cautious. 10% of the total electric vehicle production by 2030 is not just nothing, it simply will not reflect real world trends. By this year, many of the largest automakers, if they do not stop producing ICE cars at all, then their volume will be at the level of 10% or even less. Therefore, I said above that I suppose that in a couple of years this # concept will undergo significant changes. We have already written that such companies as #renault (which Group includes #Avtovaz) and the Chinese Chery are considering the possibility of starting the production of their electric vehicles in Russia in the current decade. I think it’s not long to wait for similar announcements from other companies. VW and #tesla are likely to be next.

Further in the press release it is said about preferences for buyers and manufacturers of electric vehicles. You can often hear from opponents of electromobilization that, why, supposedly, at their expense, some preferences will be given to electromobility. I wonder why they think it will be at their expense? If you want to get the same bonuses, then switch to an electric car. Fortunately, their price is rapidly compared with the price of an internal combustion engine car, and the mileage on one charge is compared to the mileage on one fuel tank.

There is also an interesting point on subsidies and co-financing of costs for the construction of factories. I know that work is already underway to build one car production facility near the Moscow region. Will there be an electrical component in it, I will find out a little later, and I will inform you.

An important component of the Concept is the point on stimulating the development of charging infrastructure. Already today, private charging networks are beginning to actively develop in Russia, for example,

These are already quite interesting figures. And they are already talking about the fact that business, even small and medium-sized ones, are opening up new horizons and prospects. You just need to look with an open gaze. And here you need to understand that the number of charging stations and the number of charging ports are different things. Nowadays, one charging station is often equipped with two or three charging ports. That is, from one station, for example, two electric vehicles can be charged at the same time. I give this clarification in order to explain the following words of the Concept:

The Concept also describes the basic power parameters of charging stations, which, as a minimum, should be installed throughout the country. Naturally, stations are subdivided into slow and fast. That is, the client should have a choice of charging speed, based on their needs at a particular moment, and finances.

And here you also need to understand that here we are talking exclusively about commercial and public charging stations, which will be used by electric vehicles on a long journey, or during for, if suddenly there is not enough charge. But as we reported earlier, based on statistics on charging in Europe, China and the United States, approximately 70% of charging sessions will fall on charging in the garage of your home, summer cottage, or in the parking lot at night, at the night rate, and naturally slow charging.

An important point is the cost-effectiveness of the charging infrastructure. Due to the currently insignificant volume of the electric vehicle fleet in Russia, this point is also taken into account by the Government in the Concept

That is, the state is ready to help businesses develop charging infrastructure, taking on part of the costs. At the same time, the density of stations should be such that even on an old Nissan Leaf, one could safely make long trips.

Economic efficiency is important not only for charging networks, but above all for the owners of electric vehicles themselves. Let’s be frank, some who buy electric cars primarily think about the savings in the family budget that an electric car will give. Environmental bonuses can be in second place here.

Interesting numbers, especially regarding the average annual mileage. I will tell you from my own experience. Before the crisis, on average for a year, I wound more than 50 thousand km on the odometer. in a year. Now many have reduced this indicator by times. But the prices for electric vehicles are rapidly being compared with gasoline ones. So the calculation of the payback, which is indicated in the Concept, today in five years is already irrelevant.

The development of domestic battery production is one of the cornerstones in the Government’s electromobility strategy. And as you know from our articles, exactly the same line is being followed in China, the European Union, and the United States. This is a common strategy for developed countries.

The Russian Concept explicitly states that the battery is a critical component of an electric vehicle, accounting for up to 50 percent of the cost of an electric vehicle. Therefore, the development of our own battery production is one of the key moments for the creation of an electric vehicle production in the country. In our materials, we have been constantly, for more than 4.5 years, talking about the fact that leading car manufacturers are creating their own battery production. Since this is one of the key points, naturally every automaker is interested in this element being branded. This strategy was reflected in the Concept, citing BMW, Volkswagen and Tesla as examples.

By the way, now opponents of electromobilization are losing one more «card» when Tesla is cited as an example in the government document. And that’s not it. At the same point, further, one more «card» is knocked out from opponents of electric vehicles. But more on that later.

As for the batteries, judging by the Concept, the Government will focus on battery production, which will be created by the fuel division of Rosatom State Corporation, represented by Rener.

And now the most interesting thing about batteries for electric vehicles in Russia. And it was this point that constantly, from time to time, opponents of electric vehicles threw out in discussions, as it seemed to them in their opinion, the most indisputable argument — Russia is a northern country, and electric cars will not take root here. But the Concept notes that work is already underway in the world to create low-temperature batteries capable of stably operating at temperatures below -30 ° C. At the same time, of course, electric cars are «battery temperature control systems.» Let’s put it more simply — by systems of active thermal control, which prevent the batteries from overheating or freezing.

Everything. As they say, check and checkmate. The point has been set.

Further in the Concept it is said about the development of its cathode-anode production. In fact, I don’t see any problems here. Our country has an excellent scientific school, many talented physicists and chemists. We can design the most advanced systems. The main thing is that they are quickly and in the required volume introduced into production. We have all the necessary raw materials, including our own lithium deposits. That is, here Russia, absolutely independently of anyone, can calmly establish battery production.

The document directly states that Russia is among the top ten leaders in the world in terms of explored lithium reserves, which amount to 1,000 — 1,500 thousand tons. At the same time, the production itself has not been established, and instead, we also import about 1,500 tons. That is, there are also points of growth here.

A separate section is devoted to hydrogen and fuel cells. Much attention was paid to removing administrative barriers, creating a regulatory framework that would help the development of infrastructure, production, and the use of electric vehicles, among which there is an item on the possible introduction of free travel on electric vehicles on toll roads.

By the way, here I would like to return a little to the hydrogen theme. As you can see, the Concept is a rather voluminous document covering all the fundamental issues related to the development of electric transport, both battery and hydrogen. There is one point to which I would like to draw your attention. Some unscrupulous hypo-fires begin to tell you that in Russia a giant tidal power plant will be built in Kamchatka, which will produce hydrogen. So, there is not a word about this in the official government document. From which it follows a logical conclusion that «materials» about such projects are nothing more than a way to hyip on the wow effect, moreover, from scratch.

The final and important part of the Concept is the «road map», which specifies the necessary regulatory documents, measures, responsible ministries and departments and the timeframe for making decisions for the implementation of the items of the Concept. The bulk of the regulatory framework is already being developed and should be adopted within a couple of years, starting this fall.
